Eastern Partnership Programme affected by Karabakh problem

Azerbaijani President Ilham Aliev has stated that Azerbaijan will not cooperate with Armenia even in the Eastern Partnership Programme until the Karabakh conflict is resolved. Aliev stated this at a joint press conference with EU Chairman Jose Manuel Barroso.
Aliev demands that Armenia returns seven occupied territories around Karabakh and says that in return Azerbaijan will grant Karabakh the highest level of autonomy, but of course not independence.
