NABUCCO supply problems

The major problem NABUCCO currently faces is guaranteeing a stable supply of gas to fill the pipeline. Independent Azeri analyst Ilham Shaban thinks that initially NABUCCO will need about 15.5 billion cubic metres of gas, only half the projected capacity of the pipeline, and Azerbaijan can provide this. Shaman thinks that the demand of Eastern European countries and Austria, will be satisfied with this amount to begin with and Azerbaijan will then be able to activate the second Shah Deniz field from which it can supply the rest of the gas.
The economic crisis has decreased natural gas consumption, so the analyst is quite optimistic about the NABUCCO's viability at present.
