Analyst Alexander Tvalchrelidze thinks that restoring an anti monopoly service will, by itself, not improve the Georgian economy. He also wants to see a review on licensing as these laws could facilitate a monopoly situation. According to him, as an example, Madneuli possesses 37 licenses and it controls production in Georgia of 98% of ore and 100% of copper. In reality Madneuli uses only two of its 37 licenses. The licenses were issued by the government for 40 years in 2003. These were free of charge whereas today these licenses cost millions of lari. Analyst says that monopolists in Georgia possess powerful levers and therefore they do not want any changes in the legislation.
