NGO Grant Distribution Criticized

In 2012 different ministries will have the right to distribute budgetary money to the NGOs as grants. At first glance it is targeted at the development of civil society. Analysts say though that the ministries will be issuing those grants according to the political orientation of the NGOs. Accordingly, only governmental oriented NGOs will be financed. In different parts of the world the practice of creating non-governmental governmental organizations (NGGO) has been noted, when the government supports a non governmental entity which is on its side. As analysts suggest international practice does not encourage issuing grants to the NGOs by ministries. At best, the state creates an independent foundation which takes independent decisions about issuing grants to NGOs.
