In 2004, measuring data from just before the Rose Revolution, Georgia had a mere $37 USD in foreign investment per capita. By 2007, that number had jumped to $360. Thanks to the global economic crisis and the war with Russia, investment remained static in 2008 and decreased through 2011, averaging $200 per capita. The best year for foreign investment - in terms of total dollars - was 2007, in which $2 billion came into the country.
