The research carried out by the local NGO Article 42, made it clear that one of the major problems Georgian entrepreneurs face is in conducting business properly and successfully according to the vague and obscure language of the legislation governing the business laws. There are many different ways to interpret the amendments in the legislation and therefore it is very difficult to follow these amendments. As economist Demur Giorkhelidze told Rezonansi newspaper, the legislation creates difficulties for entrepreneurs. He points to the property rights and taxation code in particular.
