Self-governance system relay on state budget

The state budget of 2013 stipulates the financing of self-governance systems and municipalities by 769 million GEL. This is around 50 million less than it was last year. However, Tbilisi’s budget has been increased by 12 million GEL compared to 2012. The financing of Batumi has been cut almost twice to 45 million GEL from 105 million GEL; Kutaisi will receive 27 million GEL; Zuigdidi 15 million GEL; Rustavi 14 million GEL and Gori 12 million GEL.
Most analysts think it is wrong when the self-governance is totally dependent on the central government; regional municipalities and self-governments should have more autonomy.
