The Social Service Agency reports that the number of people receiving allowances is increasing dramatically over the last few years. The program that started in 2008 distributing allowances among 121, 000 families (over 320, 000 people), in January 2013 there were 164, 000 beneficiaries that makes up over half a million people. Despite the claims of the former Georgian administration about the economic progress based on several indicators, it should be mentioned that in reality, no extra jobs were created, unemployment increased and more people fell below the poverty line.
