The government has preferred draft legislative amendments in the law on occupied territories. In the law currently enforced, a foreigner who enters Georgia’s occupied territories of Abkhazia and Tskhinvali region from the other side other than Zugdidi in Abkhazia and Gori in Tskhinvali region are considered to be violating Georgian legislation and labelled as criminals, so if this person later enters Georgia and there is a passport stamp on entering Abkhazian and Tskhinvali region (south Ossetia) they will be detained and might be put in the prison. This has caused many problems so far, several dozen foreign citizens are serving in Georgian prisons mainly for their ignorance, as they did not know about this law.
