PM to change ministers only with parliament’s support
Netgazeti reports that according to the Chairman of the Parliament, David Usupashvili, the new Constitutional amendments will ensure the balance between the parliament and Prime Minister. According to the chairman, the authorities are taking the next step in relations between the parliament and the PM.
“The PM will not be able to change ministers without parliament’s approval,” Usupashvili said. According to the amendments, in the case that 1/3 of the cabinet needs to be reshuffled, candidates should be presented to Parliament to be approved and appointed.
Usupashvili explained that the original draft of the constitutional changes included some unacceptable provisions; some even allowing the Prime Minister to adopt a law without parliament’s participation. The parliament chairman says that the current government is bound to change the draft, as parliament is the only lawmaker in the country.

Netgazeti reports that the Minister of Education and Science, Girogi Margvelashvili, commented on the amendment to the Law on Higher Education, saying the changes have not been invented in Georgia, but are based on the European experience. Speaking on a local TV show, Margvelashvili commented on those holding a PhD degree and said that individuals with a high academic degree should be focused mostly on science and doing research, rather than teaching students at universities. In the case that the amendments are adopted, PhD degree holders will still be able to deliver seminars, but their major work will be research.
The minister also mentioned that the draft had been discussed for over four months– both in Tbilisi and in the regions, before it was presented to the parliament.
