Azerbaijan the economic leader of the South Caucasus

According to Glen Howard, head of the Jamestown Foundation, Azerbaijan is the leading country in the South Caucasus from an economic point of view. 75% of foreign investment in the South Caucasus goes to Azerbaijan. This is despite Azerbaijan having to allocate large sums of money to accommodate refugees from the Nagorno-Karabakh conflict.
