Pre-election financing of regions

All Georgian administrations since the country regained its independence follow the tradition of financing the regions just before the elections. It is being done to please the population and provide them with certain illusions that things will go perfect if they vote for a certain party (presumably the ruling one). Local self-government bodies receive transfers from the central budget although new amendments have been introduced in the self-government’s legislation. It is still very far for the local municipalities to become financially independent. So far, the situation is as it used to be… However, transfers allocated under the UNM government for local governments have decreased. Mainly, the issue touched the major cities like Tbilisi and Batumi, as they have a greater advantage over the others.
