Construction violations to be subjected to criminal liability

Violation during construction will be charged with criminal liability. The Mayor Kakha Kaladze released the information on Wednesday.
According to Kaladze, the draft law was also sent to the Parliament for consideration and approval.
The Mayor noted that increasing fines for construction violations 10 times brought a positive outcome, but the challenges remain, this is why the City Hall took to radical measures.
“These changes include making some of the violations, which before were an administrative offense, criminal ones. In particular, the criminal liability will be imposed in case of a violation of the parameter, height, unauthorized construction and not fulfilling the order about the suspension of the construction,” said Kaladze.
The Mayor stated he is sure the new regulations will eliminate irregularities in the construction field.
“I am convinced that this mechanism will eliminate all the problems that pose a threat to the city. I repeat once again that there are many such cases in terms of constructions,” he added.
In addition to this, Tbilisi City Hall declared an amnesty on the buildings, which are already built but are not put in the operation.
According to Kaladze, amnesty will be granted within the legislative amendments on illegal constructions and construction violations. However, he noted that amnestied buildings must meet certain criteria.
The Mayor said that there are about 600 objects in the capital, which have been built but have not been put into the operation.
“We are issuing the amnesty to put these building into operation, but the similar violations will be a criminal offense in the future. Amnesty will not apply to the safety violations and violations in connection with the city’s visual image. Amnesty will apply to the construction violations revealed until May 16, 2019,” he underlined.
According to Tbilisi Mayor, next week, a presentation will be held, and the society will be informed about the details of the amnesty criteria.
